Customize style for phpBB3 site and add MODs

I installed phpBB3 on my new domain [[login to view URL]][1] which will be a forum site where people can connect with each other from all over the world (English based for now) and talk about anything. The site has a subsilver2 style with a few MODs (getting one error in ACP that needs attention). I would also like the style updated to change the look to be a little more custom with a different header with some minor color appearance enhancements (a softer feel like the style Milky Way) but not a fixed width style. I Would like to be able to add a category to include a visible description below the category heading (when I enter the description text in ACP the text is not visible to the user, I would like to show this text for Categories if possible). Would like to have ability to show "Announcements" above Forum or Categories instead of where they display now.. These are also some of the Mods I may want added. Not sure if they are all necessary now with the newest version of phpBB3. Need a qualified phpBB3 developer to ensure I have the right MODs for a successful board and easy admin and moderating (will probably need ongoing support in the future to add new MODs or customize board as necessary). And if I don't need all the ones above for some reason, please bid accordingly. You must also know how to ensure proper SEO components such as using Topic as URL and proper Title, Description and H1 (I'm sure a MOD is out there if Ultimate SEO URL is not the only one needed). And that their is prevention in place for duplicate content (see [[login to view URL])][5] Admin should have ability to create rules for new users other than default ones available. Looking for a good New User MOD. Also need a MOD that will PM newly registered users automatically with a message (Admin editable). I have setup a category (to show it's below and want it moved), forums, sub-forums, etc with descriptions and will add a few more to make sure it looks how I want when project is completed. I will also post a few topics to ensure the setup and style is working properly. Work can be done on live site since it's a brand new board and there is no traffic yet. Contractors responding to this posting should be able to show me specific examples of phpBB or phpBB3 forums they have setup, modded and/or styled or if you are a moderator for a phpBB forum and know how to do everything necessary to complete this project you may also apply. Some minor graphic work may be required to complete style (imagesets, icons, etc). There are several styles already installed and several templates, themes, and imagesets but I would like something modified a little. I like the look of the Milky Way Style but don't like the fixed width format of that style nor do I like the header color. Would like slight enhancements to the prosilver style with some of the colors and images from the Milky Way added. Would also like a custom banner themed to the name of the site. Or, if you already have a few complete styles you developed or are used to working with that have a similar look to Milky Way that are based on Prosilver (due to most mods are based on this style), please include them in your response. If I see something I like we can use it and just customize the theme, tempate and imageset a little to suite my needs. All style submissions should be based on popular existing styles (eg. prosilver, subsilver2 or, proBook, etc. and have ability to add all necessary MODs.
