the theme is - first a database will be made and then u snap/pic taken by mobile camera will be identified on the basis of information available in database. that is kind of photo/image recognition software. it is like face recognizer/fingerprint recognizer/Optical character recognizer. the software should be installed in any mobile or a separate device like mobile. it is a just theme. the work is different. its Central government project. the contact will be like salary.. the interested programmer can discuss more about it.
