Having a dictionary in a database is required for this application. I want this application to have 2 types of dictionaries: (USA/CANADA - TWL) && (UK/EUROPE - SOWPODS). I also want to have an html form that can query the database for whether a word exists in the dictionary, which is very simple to do.
I want a basic website template with this, but nothing fancy. The web design is not that important. Basically I just want the page separated into a few sections via html tables and some css to handle background color and fading/shadows. Just an html page that is very "bare bones". Something that takes a few minutes to make in Dreamweaver or whatever. Details regarding this will be provided to the winning bidder.
The app on scrabblehelp.net only handles 7 letter tiles, but I want the app you code to handle 7 to 14 letter tiles. Also, code it so that the color of the tiles on the game board is specified by a css stylesheet, with HEX color codes.

This should go without saying, but the site needs to be standards compliant and work perfectly on MSIE, Firefox, Safari, Chrome and Opera.
