Sync video website

Project Description:
need a web application to do what http://www.synchtube.com/ does, but with a little less features. The main features I need is for all users to be able to watch the same video at the same time and to have the chat feature.

I also need another feature for multiple groups to be able to meet before we watch the video and for participants to be pooled in groups of 8, so they can have their own video chat before as a group.

So if we are going to watch the video at 12:00, if someone comes into the room at 11:30, they get tossed into a video room where people can chat and have conversations, till 12. At which time everyone gets sent to the main video room or the video begins playing..
