Project Description:
I need a couple pages of code written. I need this with the TelAPI or Twilio APIs in PHP. Both are free to signup for.
The idea is this: User is presented with a form to specify a date and time. They then are able to type in a message that will be called to a phone number they specify. When this date/time is reached (checked with cron maybe?) then the system will use the API to dial and read the message to the person on the line.
Example: I enter phone number 123-456-7890, message of "Hello, thanks for subscribing. Goodbye", and a date and time of November 5, 2012 06:00. The system then calls the number 123-456-7890 at 06:00 on November 5, 2012 and when the user picks up the phone, we read the message back to them.
I need all data stored in a MySQL DB.
I will provide a server to work off and also sample code for TelAPI and Twilio if need be. You can also use my developer keys for either service.

This project take take a maximum of 30 days, shorter if possible.
