Web site developer with strong programming skills.
Its an already built application we just need the Web Interface layers, please note some aspects of the development will require JAVA Script or similar to duplicate some functions that need to execute some calculations within a run-time environment.
This process has not always worked for us by giving an entire job to either the lowest or highest bidder then to relies the bidder is unable to complete the project because of lack of skills.
Note the code was natively written in Delphi having some knowledge would be an asset but not required.
The developed form/s must be interactively driven as a user navigates, we are not looking for plain HTML interface form, the use of JAVA Script would be required unless you can prove otherwise.
