Web page for reservations with callendar

Hello there. I wonder if you can make a website with for booking system. Admin should be abble to create users and choose dates and hours avaible (each 30mins) and add comment to each date/time. Users should be abble to change passwords and reserv a date but only 1 per week. Users should see only dates avaible, and if user reserves a date he cannon reserve other till that date comes. Users should be abble to change date or cancel a date, and also attach files max 20MB and send via mail. Coul you do that ?
