We need a website where anyone can post a request and then other people already registered answer to those requests saying that they can do it. Take the example of freelancer.com
Then people who requested can give feedback depending on some factors that we can define.
There must be different register types for those who answer the requests and we must be able to configure on a "administrator" area, as well as manage everything inside the website (as we can do on Joomla, for example).
Those registration types must have a lot of options to config as well as other parts of the website as well (take the example of different modules for a CMS where we can manage everything, we want to have the possibility to manage everything in the background as well).
Security is also a very important factor and in the end of the project, we will need documentation because we have someone that will follow the project from the very begining and knows programing so that's also why we need the documentation and a really disciplined programing method.
