Need major server optimizing advice

Hello, We need advice on how to seriously optimize our servers, here are the specs of the servers: - Intel Core2Quad Q9300 - 8gb DDR2 Ram - 150gb SCSI Raptor 10k rpm - CentOS - WHM/cPanel Our sites are heavily PHP+mySQL driven, we use ADODB for database connectivity. So what we need is serious advice on how to optimize our servers for maximum performance. When we first upgraded, we did not see much difference at all between this server and the old core2 kentsfield, so this leads me to believe there is much we can do to optimize this server for maximum potential.
