336956 Database For Audio files

We need a very basic 2 page user and admin set up in which user end page has link to download and listen to audio files and admin has ability to upload files as archive to database. Please see attached image. Does not need templating...just functionality. Attached pdf is example of both the user end and admin end. This is just a simple stand alone script we need. We understand how to do this project but as we are overloaded with small projects such as this we need to outsource some things therefore this project will be awarded based on cost and timeline. If server space is needed to work we can provide otherwise working sample and zip file of script will suffice for completion.
