A Telephony Call Clerk CRM and Information System

Unsure what language this would be written in? Also, I’d like to see this built as a online service center where users pay a monthly service fee for use of this software like you will see most offered on the cloud if you Google “CRM Telephony Call Data Management” however, if it’s not feasible with my clients budget than a distributable software that can be resold would be fine as well so this we can discuss.

The idea is to create a software program to integrate through telephony type system where the CRM “activates” each time with all in-coming and out-going phone calls automatically popping up on the user’s PC screen quickly recognizing through caller ID the caller and pulling up their CRM information and history of messages taken so the user may know quickly who it is, what the call is probably about, remind the user of the last conversation(s), or if a new caller ask if the user wants to add their caller ID information to the CRM.
Upon any incoming call, the PC using Caller ID service can identify immediately the incoming call and even if you are working on the computer, to the side of the computer a pop-up control panel appears much like you will see if you go to CallClerk.com immediately identifying....
1- The caller’s phone number (if listed)
2- Name of Caller (if listed but can be added to the database if not for future calls)
3- Country, State and City or Province captured by the area code and prefix of the phone number
4- A list of conversations all which have dates and times of the last recorded calls so you immediately know what you last spoke about, the date and time you last spoke of it, and a dialog box above all conversations listed in Ascending Order by date and time so more notes can be taken while talking to the client on the phone for future reminders.
5- No restriction to making notes in this system even if you are not on the phone. In other words, I could pull up a client’s information and add notes I may have got from an email anytime I wish.
6- A button on the screen allowing the ability to "Record the Conversation" and the computer (recorded to the hard drive would record the actual conversation) so if it's important such as a bill collector, business agreement by phone, directions to or from other business persons, it's recorded onto the computer and would be categorized right in the same line of conversations whether written or recorded which would look something like this all hyperlinks that would open the message at that day and time (or recording that can be played).

I have plans to expand this into a future with advanced features for a “PRO” version to be made so whom ever gets this job will also be awarded a future revision as well worth a lot more, but for now, I need help to figure out the best way to go about this.

There are a lot of CRM's on the market all too complicated for what I want. I just want a simple conversation reminder system that pops-up on your computer screen on all in-coming calls to help remind the user of who their clients are and what they last spoke of.
