I pretty much want to build out the same type of application. As it's very simple, this is something that should be able to be done by two-man team in 3 weeks.
There are essentially these components.

There an approved employer would be able to see the developers profile, ask an anonymous question or use the q&a board to ask a question. He could see the offers that have been made and also make an offer to the developer.
Also the developer would be able to modify their own develop profile, edit their payment details, etc.

but here he would see all of the bids he has seen, can respond to questions, etc. They could also go to a page where only their offers would show. They could also modify their profile and settings.
c. then there would be a view for the employers to just see the list of all available live auctions for them
It's really a customized auction script.
Please do not bid if you aren't used to creating relatively bug-free code and doing your own testing. I do not work with programmers or programming teams that spit out spaghetti code. You will need to code cleanly, document the code, and organize it for easy deployment.
