Convert PHP Landingpage Script into .Net/ASP Version

We developed a landingpage script for apache/php. Now i need the same functionality to work on .Net and .asp servers. The script serve and generates perfect landingpages form specific niche related search strings that are stored in a excel sheet on webserver. Main functions: Read values from an excel sheet and insert it dynamically in placeholders (template tags) in a .tpl file. Generate search engine friendly urls based on values in column1 and column2 in excel sheet and write alle url's (up to 500'000) to [login to view URL] files that will be transmit to google and co. rewrite urls like [login to view URL] The keyword values represent values from 2 columns in excel sheet. Related to keyword values on each row in excel, related values will be sent to placeholder tags in template file. Some logic should be loaded from a central server in to the .Net scripts. This is done on php script with CURL. Also all scripts need to work when fully encoded. There are some more smaller detail functionalities, that i explain on start like random values from excel cells with separated text, split xml files in 50'000 url packages.
