Read text from excel (or txt) and write shell script

Project Description:
i have a list of english expressions, with a number, in excel format.

i want to execute the following command for each one of them

wget -q -U Mozilla -O output.mp3 "http://translate.google.com/translate_tts?ie=UTF-8&tl=en&q=hello+world"

each one of these requests should wait between 2 and 5 seconds before making the next request so that google translate does not block me.

except that "output.mp3" will be replaced with say 1-1.mp3 (from column 1) and the text hello+world will be replaced with the actual text (from column 2)

do you think you can do this for me?

the data will look as follows, please provide me a quote for the time to take to do this and when you can start. thanks

i am a programmer and this is a very simple task that should not take more than 1-2 hours. i need to execute this on a linux server, so preferably it will be PHP or a shell script
