We have an asp.net (vb.net) website under development that needs a download manager component. The primary purpose of the site will be to offer file downloads to users. For those users with a 'free' account they will be sent to a website within IIS that can only process so many simultaneous downloads at once. Paid members will access a site that has no limits other than a bandwidth throttle that we will set in IIS. For the solution that is developed it should have the following options:

1. Be able to configure or not configure for seperate IIS sites on the same server.

2. Have a way to set the max download count coming from the server. Preferably in a web.config.

3. If the max download count is reached a user is given a 'download ticket' and when a slot becomes available they are allowed to download the file. Basically if there are no open slots they wait in a queue untill one is available.

4. Have some sort of feedback for the user, such as 'you are #5 in line', or you have approx 10 minutes untill your download starts.

5. (Changed on 11/8/1005) Originally we required this to be developed in vb.net, now we are opening this up to other languages. The functionality can be developed in any language as long as it meets the following requirements. It must work within an Asp.net web page, and second, it must not require any user installation to work, no browser plugins, etc. It must all be server side and/or use client side scripting.

A good example of this technology is in use by rapidshare.de. We encourage any bidders to check that site out first to get hands on experience for what we want. NOTE: Please include a description of how you plan on developing the solution.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
