Twitter Train

I want to create a page EXACTLY like [login to view URL] and [login to view URL] I would prefer it if it used OAuth as opposed to a user having to enter their twitter username and password. The system (as on those sites mentioned) would be fully automatic and would automatically post a tweet advertising the site under the user's account every 12 hours. those wishing to be on the VIP list would have to make a payment to me through paypal. Payment varies based on how long they want to be on the V.I.P. list. I've already registered a domain and I am currently using GoDaddy's FREE hosting. This will of course be switched to HostGator if I begin to exceed my bandwidth allowance. I can create a CSS Div layout in Photoshop myself if needed. Honestly I can only afford $50 - $100 for this project so let the bidding begin! Essentially all you're doing is duplicating another site's functions so it shouldn't be too hard and shouldn't cost me that much.
