Create a Small Software + DB

Project Description:
Hello,
we are looking for a proficient software developer to help us with a small software + DB.
Want we want:
- to scan files (each file will have a barcode - that will be scanned)
- to import pdf files
- to connect the corespondent scanned files with the right pdf files and the result files to be send my email or print.

Example:
- scan file A (with the barcode A1) and put it in the DB
- using the barcode A1 search for the unique number(A1) in the pdf files and email/print both files (file A + the .pdf file)

We are open to better suggestions and ideas from the right developer.
