Little HTML5 + MySQL Projekt with lottery system

The project is a little thing we have developed and it's too hard to implement for us, but for the freelancer pool i think it's the perfect job! For the explanation and how it should work: The project gets data from customers in stores like supermarkets. A tablet (just a normal monitor with a touch over it) integrated in a little box, will be put in the stores. The system should work this way: On the startscreen their should be a picture of a nice women (like from the lottery) , the logo (which we create our self) in the left corner and in the middle a the fields: -first Name, last name -email -birthdate and a button with the label called "generate"! Then their should be a little animation, with something like the lady dancing and magic happening ;) and after 5-8 secs their should be a message like: "You won ... € with your birth date"! Then the win should be instantly printed out via a a little printer also installed in the system (we dont know the real size yet, but most likely a normal cash bon size). Then the System should start over. The Information of the customer should be stored in a database (offline on the pc) and should know if the customer tries to print out another one (with the same information), with a funny message "Hey, you were here before ;)" and the lady looking sorry. Thats all the system have to do, in general! Think html5 with mysql would be the easiest way to achiev this, but we dont care which system ;) It has to work!!! Thats all ;) For the design, it should be funny and clean, colors should be changeable and also the texts, cause of the german translation, which we will do our self, later! Hardware infos: 1. The Website/Software will be fitted in a 21inch touch screen, running with windows 7 2. It should work offline too 3. Data should be stored offline in a Database 4. Design should be clean, funny and also a little bit serious ;) 5. The lottery system should work with a algorithm with the birth date of the customer and for example the name! We dont care how, but it should work if the same data is put into it! Every 50. Customer should also get the super prize with 50€. The Normal value for the price should be in between 5-50 €! So i hope you know what we ment ;) and you can help us with this project!
