PHP, MySQL custom coding

Project Description:
I have a requirement to build a data analysis tool using PHP to create batch jobs that query a large MySQL database (approximately 8GB in size). It is a very simple job that requires you to have handy knowledge of PHP scripting to create SQL queries, then saving the results into a database for viewing.

Here is what needs to be done:
- Create a script that will read a large text file and import the contents (in space delimited format) into a MySQL database
- Take user input from a form (comprising of 3-5 input parameter variables) and create an SQL query batch job that will search through the previously imported database
- Results from the previous query will be stored into the database in a new table and display summary of results in PHP
- Email notification to the user when a batch query is done

As you can tell, this is a very straightforward project, which we are willing to pay for. The intention here is to find a good developer to work with so that we can get your help for future extensions of this code to be written. This would include things in future such as graphing out historical results, customising the script for taking advantage of AWS for faster batch query processing, etc.
