need DLL function for Mq4 Metatrader

Project Description:
Here is what I want to do,..... I would want to call function from MT4 Platform to my half way done DLL ....

here is what I want dll to do after that function called....

I want dll to read off Date from a Site (can be custom server or any popular site), and accoarding to that site time I would like to create routine to expire
my Automated robot EA based on custom site Date.....

for example: I want to put my robot to work only 3 month from the date I give out....

so if the sites or server time higher then the expirtion(3 month) time then I would wanna return false;

and shot down my robot...

basicly I want to write a time.h struct but not using current PC time instead using server or site time we can choose after project we start....
what server or what site we want to use!
I am using Visual Basic 2010

To all Members, I would like to inform, I do not need DLL to be created from 0, all I need is to create routine and import 3 structure into my routine, struct tm {int tm_day, int tm_month, int tm_year} ...... those 3 I wanna import from custom server or site into my dll routine.
all I need is to capture current Day current month and current year to be imported into my routine, isnt that simple?
