Clean up wordpress database and fix database corruption and crashing issues

Symptoms: Large wordpress database may have corrupt tables. Every few days or so, the site hangs and has extremely long load times with 'unable to connect to database' on wordpress, and '1040 too many connections' on phpmyadmin. Raising max_connections and turning off persistent connections does not solve this issue. Most likely corrupt database. Repair datatabse does not work.Task: Pinpoint and fix this problem by cleaning, organizing, optimizing the MySQL database, and deleting all plugin databases for inactive plugins. Backup your work.
Error log in mysql these various errors:
[ERROR] Got error 127 when reading table './database/wp_options'
[ERROR] Got error 126 when reading table './database/wp_options'
[ERROR] /usr/sbin/mysqld: Sort aborted
[ERROR] /usr/sbin/mysqld: Got error 127 from storage engine
And many more.
