Filecopy Progress Bar

I want to create a mini-application built in Visual Basic .NET that will run in the background in windows XP. It will monitor a specific text file on the hard drive. Once a change is made to that file. It will read the new entry (which is a file name) and will copy d:\"new file name" to f:\ The application will need to display a graphically visual progress bar based either on % or mb increments. This progress bar must reside on top of all other windows and not allow anything outside of it to be clicked until the copy is complete and the progress bar closes. Error handling will be required as well... an editable ini file for customizing the graphical look or placement of the progress bar is a bonus!
