An umbrella services company is a company that contractors use to invoice on their behalf, and to deal with their tax etc. They are usually used when a client will only pay fees to companies, not individuals, but the contractor has no wish to set up a company himself. <http://en.wikipedia.org/wiki/Umbrella_company>explains the concept more thoroughly and [http://www.contractorumbrella.com]is an example of one such company
The requirement is for a website that the contractor can log in to, enter their details and the details of their contract, and will be able to submit their claims for amounts of time worked and any expenses to be covered by the client, as well as uploading receipts for those expenses. These will be sent to the client as described below (deliverables) and the resulting payments will be processed for tax and sent to the contractors.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

This will automatically raise an invoice with its own unique identification number, which will be sent to the client via the email specified in the contract. The amount from the invoice goes automatically into a payroll package (if we need to purchase additional software for this, it should be mentioned in the bid; otherwise something like <http://www.12pay.co.uk/>could be used) which deducts the £10 weekly admin fee and calculates tax etc immediately. An email account is set up just for remittance advices from clients. As they arrive they are scanned for a unique invoice identification number and a cash amount. These are compared to the numbers from the original invoices and an alert is raised if there is a discrepancy or if the remittance isn’t received within 5 working days of submission of the invoice. A BACS file will be created for the net pay of all customers, on the day of receiving a remittance advice and payment from the client, which will automatically pay the contractor their due amount.
The idea is that all of this can operate independently from any human input by the umbrella company (“us??).

The software will pass all the requirements of the attached testing document
