password protection with cookie

My website has a password-protected subscribers-only section. (My customers are schools who pay an annual fee to access my range of teaching resources).

At the moment, subscribing schools enter passwords / usernames or are IP-authenticated using htaccess and htpassword on an Apache server.

My problem is that the public school system uses "approved" ISPs who often allot an IP to as many as twenty schools at a time. If I authenticate one, the rest are authenticated too.

So, I would like an alternative to IP auth. This probably means setting a cookie from my site so that the user only has to enter the passwords once.

I've looked at the methodology and it's beyond my very limited capabilities.

What I'm looking for is someone who can write the script for this sort of operation, as well as install it. I would also need a simple-to-use interface to maintain and operate.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

(No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Apache server.

Customers use most Windows OS versions and most versions of IE and Netscape. (Not worried about the limited number of Mac schools)
