Basic Website design

Project Description:
1. Login/register system - name, username (email address), password
2. Forgotten password - resets password and emails
3. Profile page - add, edit, delete categories; add, edit, delete links (title, description, link), save.

These are the main points of the website , my budget for "this" is around 130$ but if the work would be cool enough i can pay more for future help that i for sure will need :) I dont mind if we use a sample template or w/e i just need these basics things to work properly . I will explain from skype or teamviewer i drow how i want it to be . This work in my opion for someone who knows to web desing can take 2-3 hours max maybe less ..
