Build me a User content driven website

Project Description:
What I want you to build.

I want you to build me a website that is user content driven. Users need to be able to sign up and have their own account page. I want this website to act as an instant story publisher. From the users account page they need to be able to hit a button that brings up a form. This form will be like a simplified ebay sell form which will ask for
• Title
• Sub-heading
• Main body
• Author.
The tricky bit – From the information entered in this form the website needs to re-format the information into a newspaper article. And then post the link to this article in the main news feed which is the main feed on every users account page. This link will be like a link on any news site in the world – where the title is the link and the sub-heading after it explains what it is about. This link also needs to be time & date stamped and show who the author was.

Once people have clicked on an article posted in the feed there needs to be a comments sections at the bottom of the article.

I need a content management system set up for this website as well.

I have all the information for the home page for titles and links which I will email to whoever wins the project. I know what I want the homepage and account pages to look like and will explain them to you but you will have to actually design them. So obviously there has to be a bit more communication between you and me. So hopefully you can speak English well and communicate well

What the users account page needs
• Most read on the feed list – this will be a top 10 list
• The main feed – this is the main news story feed
• Go public! button – this is where users will fill in a form that has 4 sections. Title, sub-heading, main body and author
• Manage account – this is where they can edit settings and details and delete their account
