Plan to build it by 3 milestones. See attached document for detailed requirements.

Additional points to mention:
1. I work from 10AM to 12AM midnight each day, and you need to have at least 2.5 hours of overlap working time, so that we can go over the progress, and clarify things.
2. You need to share out a dropbox (or any file sync-ing system) that we can see the same set of files. Samething for database, we need to see exactly the same thing pretty much all the time.
3. For credit card, we want to provide user with a feature that they don't need to enter credit card number every time, however we prefer not to store client's credit card info, as it poses a risk to our business.
4. We don't want to accept American Express, as it doesn't protects merchants that well.

I am in New York Time zone.
If you are serious about your bid, please provide some sample work or demo so that I can get a sense.
I am about to rest tonight, so we can talk tomorrow or the day after.
Milestone 2 is for Android application and barcode processing. Please make sure you are capable of doing it when you quote. Your are welcome to just quote on Milestone 1 and 3, or Milestone 2 separately.

I can understand many teams submitted placeholder bids. Please have some one take a look, and specifically answer me if you are capable of developing a small Android App that reads barcode (or 2D) and communicate with HTTP server.
If you don't specifically mention Android, I would just assume either you don't have resource to do it, or you haven't really looked into the project.
