Just a simple PSD design to WordPress template. Needs to be XHTML/CSS compliant and work cross-browser and cross-platform. Needs to have some way to setup a "featured article" whether it be a template option like the "Gear" theme or a different way. Price should be on the low-end near $30 dollars.
