English and Russian teaching web site

Project Description:
I need a simple website. This website will be in english , turkish and russian. It will be used by my customers and by english and russian speaking teachers.
Teachers will open a profile for them, with their details, hourly rate , pictures english and russian ability etc... Users will register and log in with more simple details. Users will search the right teacher for themselves. After finding the right teacher they will make payment via Paypall to get service . The service that the teachers will provide is online teaching via video chatting on skype. Each teacher should be able to see how much is paid for them by whom so that they can arrange a skype meeting. For each teacher users can also see other users comments. There will be 2 different log in parts. As a user or as a teacher. If a teacher will register I should be able to accept or delete the profile before it becomes active for all other users. User registration will just need e-mail confirmation. More details will be shared with those who are serious. Twitter, Facebook and Vkontakte links are important. I also need SEO. I prefer a russian speaking coder. However it is not a must.
