I need a highly skilled flash developer to create one photo editing function.

The function will turn any image into a rendering of an oil painting, the exact function should be very similar to the Fotosketcher, oil painting function:

Settings: Strength 200, Image Simplification 52, color intensity 62, Darken/Lighten 140, Brushstroke Intensity 72

Needs to run relatively quick. Function will ultimately run online and needs to be flash.

Skills required:
Graphic Design, PHP, Software Architecture, Software Testing, Website Design
