Magento product template changes

Hi

I'm building a sweet shop using Magento and have installed various add-ons etc to improve upon the software. My shop uses the Hellowired theme which is freely available from Hello Themes.
The theme supports having the product description and add tags etc seperated out on the product information page using tabs. These tabs for some reason are not showing and I am unable to add product tags even though the description does display. See screenshot as to what the product description should look like.

Most of the sweets can be purchased in different weight quantities and a dropdown is provided so that customers can choose the weight they want. This box however appears quite far down the page and for ease of use I would like our quantity dropdown menu to appear underneath the price and before the quick overview.
