Media streaming membership site with multi variable searching

Hi, I want to start a website with a membership system, preferably based on a CMS tool such as Joomla or Wordpress where specific groups can independently upload media files onto the server while they also can tag these files in those tagging categories that I as Admin have already set up. Today I have 10 different tagging categories which can be changed both in the name, index words and quantity by the time. Public folk on the Internet should be able to scan and search the site's content (in a multi dimensional way / with a number of variables / searching by choosing different index word in different categories!) So public folk can scan and search the site's contant and just see a matching list without be able to do anything with the matchingslist while the members will be able to click on the different items on the matching's list and access the site's content by streaming (NOTE! not downloading! Just streaming!) the media files from any device regardless of the web broswer. For avoiding the cheating, it is very important to ensure that a member may have login to the site in just ONE session!! --> Each new login of a member who is already logged on the site will lead to existing of the old login (with some notification to the user on that device!) So in this way we ensure that one member only have ONE connection to the site! If it is not so complicated, I would also appreciate to get the functionality that one member can ONLY stream down just ONE media file per time! ----------- I am interested to get TWO quotes, one quote for the development of the site and one other quote for the maintenance and support of the site.
