Need Custom "Get Paid To" Website

Project Description:
I need a "get paid to" type site built with the following abilities:

- 1 Level Referral program: Referral rates should be based on membership level. Each earnings method should have it's own referral payout rate.

- Paid to Click: (30 second timer - 15 second timer - 6 second timer) Each ad type should have it's own payout price. And referral payout price. Advertisers should be able to target their ads based on country. Measures to prevent automatic clicking or any type of cheating activity should be in place.

- Paid to Sign-up: Advertisers should be able to buy PTSU credits. Advertisers should be able to manually approve or disapprove sign ups. The price per credit should be changeable by admin. The member being paid to sign up should receive a percentage of the incentive based on their membership level. Advertiser should be able to pay out multiple credits to each sign up to increase the total payout to the member. Advertisers should be able to target country.

- Adgrid (like on clixsense)

- Payouts and Payments by Paypal or Payza. IPN enabled.
