Need a Wordpress Expert to Create Membership Site

We are looking for a wordpress expert to create a membership for guest blogging

Users will visit the site to order plans like this site http://tinyurl.com/6w9r4uq

The wordpress theme should look and feel like this http://www.guestbloggenius.com/

Users should be able to sign up and buy a plan that they wish too - Then they will have a members area in wordpress where they can provide us the keywords, URLs and any other information and a place where we can report back to them URLs generated etc

There should be access for employers to login so they can assign a task to themselves - Once they have assigned the task to themselves then other employers cannot take that job unless admin unaassigns or reassigns it

To bid on this you MUST have
- Experience in setting up wordpress membership sites (Specifically with 2checkout/moneybookers)
- Excellent design skills
- Understand what guest posting is and how to best display the plans pages and how to best make the site work
