Programming for clan website with rankings

To develop a website that is primarily a clan/guild site. Built around membership signups, with info stored into a database that is constantly updated with the players' rankings that is shown on a Top 10 ranking page, Top 20, Top 50 and overall ranking. Each member's stats and ranking are stored in this database. These rankings are updated by an admin who will key in the necessary data into a web interface.
