Project Description:
I am currently seeking experienced devs for a series of projects, including online retail, news portal, data parsing, online niche community and more. We already have the budget set aside for these projects, but would like to find a reliable developer with a test project first.

Here are some requirements I highly value, please only respond if you are able to meet them all. I have many projects down the road, but I need to find the best professional dev team to work with first. An intelligent dev team that could provide good suggestions through 2 way communication.
Communication:
-Response within 24hrs Email during weekdays.
-Voice chat available.
-Good english skills.
-Progress report every 2 days max, can be as short as 1 sentence in length.
-Report any delays or potential delays ahead of time.
-Able to properly set and follow milestones closely.
Design:
-Clean designs up to par with the commercial templates out there. (Such as on the level of woothemes.com)
-While I will assist in usability/visual design, the devs should possess a certain level of good usability/design sense as well.
Project Code Planning:
-Resourcefulness and knowledge of software out there: Devs should determine best approach to creating the site, if there are open source frameworks that's appropriate, don't code it from scratch.
Staff allocation:
-Must have a predetermined number of dedicated staff for each project. No, I will NOT wait while my assigned Dev(s) handles someone else's rush project.
QA:
-Code should be initially planned/tested to ensure that it's memory/cpu efficient.
-All links and functions to be tested by Devs first, and not leave me to report all the bugs.
-Developed product should be closely following the wireframes and pre-code visual designs.
-Should follow common web security standard practices to ensure site is secure.
-Tested on all major browsers (firefox, chrome, ie8,7,6)

Wordpress Test Project:
This is a small project to test the potential dev team on all the requirements I've listed above. If all goes well, will immediately consecutively begin on the next project.
Description:
Existing funny pictures blog, running on wordpress. 1000+ Posts. UI design should be based on usability and optimal ad placement. Users need to find the pictures they want easily on a clean layout. Typical social buttons. Should reference CSS galleries for ideas. Since not all users find the same pictures funny, layout should allow massive amount of pics browsing without committing to a click.
*preference will be given to those who share their thoughts on how they might approach this. I do have some good ideas for this project already, but I want to see your design/usability logic for this test project as well.
