Video Website Similar to YouTube

Hello, I have a full 50+ paged Business Plan that I put over 200 hours into, including Photoshop templates for the design of a website that I have had in mind for over a year now. I would like to get it into motion, and start to get the ball rolling. I will not share too much information here, however I will inform you that it will be similar to YouTube and how it works, with a few different things here and there. I want viewers of the website to be able to create and login into an account, with their own personal account page with information on the videos they have uploaded, and other statistics, I want full uploading capabilities to those who are registered to the site, as well as a custom 5-star voting system. Also, I want the number of viewers per video to be shown as a "Total", as well as on a "Monthly" basis. I also want users to have the ability to sort out videos by "top rated", "most viewed", and "most recent" when browsing the videos that are already in the database. There will be several different categories of videos for users to pick from when uploading, and I want for the site to automatically convert all videos to the same format after uploading is completed by the user. There will be a maximum time limit of 5 minutes per video. I want for the videos to be the best quality possible, with the lowest file size possible. There will be no 1080p for now. 720p is a possibility though. There will be monthly cash or product prizes that will be given out to the top video of the month, of each category as well. I require the ability to input PayPal, and credit card details, and Interact/Debit too if possible. Membership will be free, however there will be special features available to those who decide to pay for a yearly or indefinite subscription to the site. I will require future static banner ad placement, however there will be no static ads on the site for the first 3 to 6 months. I will need pre-video advertising integrated, and bottom-of-video advertising integrated as well (just as you see on YouTube), as it is not possible to run this website without the help of advertising revenue.
