WordPress website: PDF displaying/Maling list Designed website

I need a website built with WordPress. I need both WordPress customization (plugins and template) AND graphic design. The graphic design needs to be simple yet impressing, clean and professional. The website is in the RTL writing direction – Hebrew. All texts will be supplied by me. All permalinks are to be written in Hebrew. Website is to be SEO READY! All the admin controlled parts (wp-admin) MUST BE NEWBIE FRIENDLY! This is an outsource project for a web managing newbie. After project is done, the chosen freelancer is obligated to give me 3 months support for bugs, errors, small changes and such. Work Process: Wireframes files will be sent to the winning freelancer. The freelancer will then design the website according to these wireframes and send me the design in a closed file (jpg or whatever). I will then send the freelancer my remarks for revision or total redesign if it's really that bad. Freelancer will send me the fixed/new design and I will give my remark/revisions. Once I approve the design in this second round, the freelancer will begin the coding part of the project and will be in close contact with me during the entire process. After the website is pretty much built (beta stage), the freelancer will upload it to my hosting server or put it on his server for me to view, give remark and revisions. Once revisions/bugs/mistakes are fixed to my satisfaction, the freelancer will continue his work and finish it. Once the work is done and the freelancer uploads the work to my/his hosting server and I am happy with it, Project is done and the best possible feedback will be left. Payments: First milestone will be 30% and will be paid upfront once the freelancer is chosen. Second milestone will be 20% and will be paid after the graphic design process is done with. Third milestone will be 30% and will be paid once the beta version of the website is viewable. Fourth and final milestone will be 20% and will be paid at job end. I TIP WELL! I had a freelancer who was doing my projects which I outsource. Due to an illness I cannot use his services anymore and now I am in the look for a new permanent freelancer to code/design my projects. If I am indeed happy and satisfied with your work, We will continue working together, up to several times a month. A bit about the website: In this website, people will be able to read scanned (PDF) local weekly magazines. The admin of the website will receive by email the PDF scanned editions of the magazines on a weekly basis and then through a VERY admin panel will upload these files, each to the right category. Each magazine has its own page/category. The second important part of the website is a mailing list through which the registered users receive their chosen magazines by email.
