Wordpress design and implementation

Project Description:
I am looking for a good Wordpress designer and developer to build a small site. My budget is $500.

I. Technical requirements:

The site has to be built on a drag and drop page builder framework that will allow me to add and re-arrange elements on the fly - add various blocks, columns, widgets, etc.

I would like to use the following theme: http://themes.swiftpsd.com/index.php?theme=pinpoint. You would need to do some minor customization on it.

I would like to be able to set the URL (slug) of each and every page to whatever I want. No index.php, etc. I also need to be able to set the page title to whatever I want. The page title MUST NOT automatically turn into a URL. The URL and the page title must be completely independent. I also need to be able to set the meta description in each page and the Google snippet that shows up in search results.

II. Design

The most important element of the site will be the header. That's basically the only part of the site that truly needs to be "designed". The rest is basically layout. The header needs to have a well-designed and effective image, the name of the business, phone number, editable text fields that highlight key aspects of the business, contact us button.

The design must be sleek, modern, elegant, sophisticated, and visually effective!!!!!!!!!!!!!!!!!! Please ONLY reply if you can deliver that. I tired of ugliness and mediocrity.

III. Plugins

I would need the following plugins to be installed and configured. I would also need advice on which plugin to chose:

* contact form
* SEO plugin with custom URL, canonical issues, XML site map, etc...
* social button plugin (Facebook like, tweet, google +, linked in)
* google analytics
* olark chat
* caching/optimization plugin
* file upload
* popout lightbox that displays PDF files
* security plugin

IV. Important

Please note that I would need to see the graphic design concept before making a commitment to pay. I need to see the design first and if I approve it then, then hire you and pay you.
