webcam intrusion detection system

hi, i would like this software developed, or if you alreay have one, let me know how much it costs and provide a demo. See the image provided. i need a software (windows platform) that will detect any webcam pre-installed in the system, and i will be able to define areas on the captured feed so that if someone or something goes missing, it will play an alarm or notification message. this is how it should work: i start the webcam, i use my mouse and marquee areas to monitor. so e.g. if someone comes and stands infront of the clothes section marked red after x seconds (i can define this, maybe 3 seconds), the alarm will sound. Or say the book on top of the shelf, if someone comes and takes it, after X seconds, it will sound another predefined alarm which could be diff from the first alarm sound. I want to apply this to a few scenerios. e.g. a store, to monitor customer looking at a particular product, so that the particular staff wouold be notified that someone is looking at his product. e.g. let's say a train station, and a passenger crosses over the boundary into the tracks, so the station control will be alerted. BUT this software has to also be intelligent enough to do a "sizing" e.g. I can define say of the RED BOXED AREA, only if an object is occupying at least 70% of the RED BOX, then sound the alarm. In case, say a cat walks into the RED BOX or a sheet of paper falls into the train tracks. Then the alarm should NOT sound. This software should be "upgradable" as i see the possibility of making it integrated with email so that, perhaps, when intrusion is detected, an image will be captured and immediately emailed to a recipient. Perhaps later on, it can also be web-based.
