Quick Wordpress Template with One New Design Element for homepage

Project Description:
I currently have two very similar sites. www.urgentpassport.com and www.uspassportservice.com that are both using wordpress. Google has recently had a policy update that requires us to specify more info to the user about doing it directly through the government. You will see the two red buttons midway down each homepage and the following paragraph - this is the content that google needs to see - but they need to see it higher up on the page.

So I simply need a template to be created for both sites, that creates a new content box/area just below the slider image. The new content area should be the same width as the other content boxes below it. Those other two content boxes would simply get bumped down the page to make room for this new content area. I would then want just the two red "max buttons" and the following paragraph of text to be seen in this new upper content area.

It is also important that this content be able to be edited easily by me in case google changes their mind and they want to see different info there in the future. So I need to be able to quickly change this content via the wordpress admin.

This is a rush job and need this work done by the end of the day. I am ready to accept the first bid that is willing to get the job done today. I will email all the login credentials immediately.
