I require an added feature for an existing WordPress template/site.

Overview
The target site consists of an index page with multiple posts that uses a text excerpt for the post summary and featured images, sharing these 2 features similar to that of Google News.
What we require is the collapsible news item/post functionality of Google News. When a user hovers, the post area should be highlighted (like Google News) and the drop down icon displayed indicating that the user has the ability to click it. This will also disappear once the cursor is moved off the post and action is not taken, like Google News.
Once clicked, the revealed area (now dropped down) should display a list of post titles for the related category, left aligned, no more than six. If possible, please include a very small thumbnail left aligned. This will be the same "featured image" assigned to the post. I do not require more than the most recent post titles for the category.
On the first post reveal, include a "recent post" carousel beneath the post list cloned from Google News. This includes the hover formatting when the cursor is placed over an image. The URL should also be included in the box that is displayed. Directly beneath the image in the pop-up the post category will be displayed. If more than one category, display the first only, ranked alphabetically. If this is an intensive requirement, omit. The collapsible section should be visible by default on page load for the first post only. All colours can be mimicked and 3rd party plugins can be used and modified as required for the carousel.
Functionality for mobile should be kept in mind, but is not a key requirement.
