I put the requirement for
the WP plugin as an attachment file.
For administration backend/ admin panel look of the WP plugin you can make like this plugin:

But you don't have to be the same with that and you can create with your own creativity or you can add more features.
The purpose of this plugin is that any blogger can use to track the emotional feedback of an individual blog post or article.
For readers:
- Respond to how you feel about a blog entry, instantly.
For Authors:
- Learn how your visitors really feel about your blog entries.
For Publishers
- Feature popular content that engages your blog readers.

This is only a project brief for you. You can read, follow
and build the plugin based on this project brief but it's up to
you. You don't have to make as the same as written in project brief.
Standard features that I should get for the plugin:
1. One click update mechanism for the plugin
2. Administration Options:
-- Enable on all Posts
-- Enable on Post Categories
-- Enable on all Pages
-- Enable on Custom Post Type(s) - (note: this is theme dependent, some themes have different CPT's to others)
-- Enable on CPT Taxonomies - (note: this is theme dependent, some themes have additional taxonomies
-- Mood Rating Required)
-- Mood Rating Question Text (e.g. How do you feel about this article?)
-- Display Number of Votes (Disabled, Above Content, Below Content)
-- Display Related Post Titles matching Mood (Disabled, Above Content, Below Content) - note: this will display up to 3 x articles which also have the highest mood rating e.g. if this article's top mood = Informative, it would display up to 3 x other articles with top mood = Informative
-- Display Mood Results (Disabled, Above Content, Below Content)
3. Widget Options:
-- Title
-- Number of Posts
4. Frontend:
-- If Mood Rating is enabled per Administration Options above for the given Post, an additional field will be displayed below the comment message field allowing the user to click on an emoticon to best reflect their feeling about the Post.
-- Above and below the content will display the Number of Votes, Related Post Titles and Mood Results based on the Administration Options above
-- Mood Results are displayed in a bar graph format
5. Frontend Widget:
-- If added to a theme sidebar, will display the title, Post(s) matching the first mood, and clickable emoticons which update the widget's display to show Post(s) matching the newly selected mood.
