A CMS to be built and Install templates

I have a web site that i am due to launch. I have had a designer creat the templates for me. And i now need some one to put the templates together tio make a website and also to build a cms to control the site. The site will need to be built in PHP and run with CSS. The websites templates contains flash. So you would also need to no about flash. The CMS should allow us to do the following Add pages Add text delete text Add images delete iamages Add links to the footer of the site (which we can say what pages the links will go to) add links to the left side of the site (which we can say what pages the links will go to) Add pop up boxes Add a java overlay which can be edited from the cms Add 4 API's to the website Add 2 lots of XML code Change image pricing from the cms Add a geo IP database so it points to three different sites. The geo ip will show the same site just with differnt pricing and different currency which will be £ $ and euro. we would also require the coder to change the look of about three of our inner pages I would be looking for the coder with the best price and the coder that complete on time in the best time with the best standard of work I already have the home page installed with a cms wich runs on smarty. I would like to just add to the idea that i have already got. As i said the smarty coding is in place so we would just work with what we have got and add the extra features ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
