File Uploading Site

I'm looking for someone to create a file hosting website similar to YouSendIt using PHP and HTML. I have the domain [login to view URL] and a host with quite a bit of storage and bandwidth. I need this person to not only be good at PHP but also website design. The site doesn't need to be amazingly complex. In fact I want it simple. I need the website to be super sleek and sexy. I need something similar to [login to view URL] and I like the look of it. But I just need a bit more going on on the page. Thats a little to simple. [login to view URL] is a good thing to go from though. Design Specifics - Simple, sleek and sexy design. Greyish colour scheme with one other colour for logo, header text, and table borders. Fixed width. Cool font. White inner template with round edges. Grey background. Function Specifics - Wide range of file extensions accepted (wmv, mov, html, txt, jpg, png, zip, etc.) No need to sign up to upload file. Just optional e-mail address (so they can view files associated with that address.) Upload form on main page. Short URLs. For example each file will have it's own page where users can download from. The first file uploaded will have the address - [login to view URL] then the 34th would have /34 and so on. Upload progress bar giving completion in percent% and estimated time until finished. Once file uploaded visitors can choose e-mail address to send the files URL to. Visitors can chose for file to expire after a certain amount of time. It sounds like I'm really picky but I'm totally not. I'm open for any suggestions and ideas. And all the things I've listed above are not set in stone and I don't mind changing things. I just have a pretty good idea of what I want - A easy-to-use file uploader with clean design and user interface. I don't mind if you use a YouSendIt clone script and build upon it. As long as the website design is unique. Or you might prefer starting from scratch.
