PHP Script: Pop-up

Hi, I need someone that can help me to build a little script made in PHP to control pop-up of my site. I need a little control panel where i can do: 1. Add html tags 2. choise how many time (in 24h) the tag will show for each IP (IP check will be based on cookie) 3. show stats for each pop-up added, how many time it was displey. To apply the pop-ups to my site i will just need to make a code on headers. The code generated a rotation of each pop-up that will be opened if a new IP will browse the site and anywhere it click on the site. For example i will be able to make 2 pop-up and i want to show 10 time each one in 24h (each day 10time), the site will open 20 popup for each IP client, each day. You can use PHP or any other program language you know. DB based or not it's egual. That's all.
