Scalable PHP Job Spidering Script

I want to create a SCALABLE SPIDERING program, which will be witten in PHP that will spider the websites: Elance.com , Guru, GetAFreeLancer , Scriptlance then index, categorize and classify all posting jobs accordingly: job classifications - .NET, ASP, C++ ...ect... then with their job-details such as: status, budget, duration, average bid.. so on .. from those sites . All job information will be searchable in simple and advance search mode. All information will be automatically saved to my local database. All listing jobs with their details after retrieval, and being on display on my software will be up-to-current updatable , which mean If I'm interested in one of the job(probably was retireved sometime ago with its status was open at the time of retrieval- but may not stil be open now), and click on the link for further detail informations - the job detail informations should be refreshed and be updated to today with its current status (OPEN/CLOSED), current Bidding Ends, Average Bid, Bid Count, List of Bidders ...ect ..

Payment should be made only when all necessary tests are concluded.

I will have the exclusive rights to the script. Reselling by the service provider to the 3rd party is not allowed.
