modify "file upload by user" php script

I have and script ready that admin user can uplodad files from pc to the sever script folder, admin select the user and the file from Pc. Then in [login to view URL] the user can see only your files. Now this script dont work and also I need add new features.

- Add messsage comment to he file. User will see this description text when download the file.

- Add categories for the files, only 3 categories. Then user can see the 3 categories and download the files

If you enter in:

[login to view URL]

user: admin

password: admin

Select "Añadir ficheros" for add files, and añadir usuarios for add user you can see how works
