Turning a PSD into a simple abstract animating

I am attempting to turn the background of included PSD into something that has some animation to it. Basically make the circles move, have the particles do something etc. To the winning bidder, I will provide the original PSD of the background image so they can grab the elements out of that - alternatively you can mock up something entirely new, as long as it has the same style as attached PSD. In summary, I want the background of included PSD to have some slight movement (for maybe 5-10 seconds, but it needs to be able to loop). If you have any questions, PLEASE ASK BEFORE bidding.
