National water project. PMP and Microsoft Project

Project Description:
create a project plan for the switch-over to National Water. At the end of the process people will have to pay for their use of water.
This should be done in the most efficient manner with the least amount of cost (although it could be argued, that a huge investment and spending programme in this area could be seen as an employment programme to boost the economy).

Currently the two main solutions are:
• have a traditional (mechanical) meter installed for every household (at a cost of between €100 and €200 per meter)
• have smart meters installed (reduces loss of water through leakage , reduces maintenance cost, increases initial cost, is more complex and thus more prone to technical malfunction, is educational for the household and thus saves more water)
For this assignment, assume a decision has been made to use some sort of smart metering. You don't have worry about the meter installation (which is covered in a different aspect of the overall project).

The project has to be self-financing. Revenue has to come from water fees. As the bulk of the expenses will be in the switch-over phase, you'll have to source additional funding on the capital markets.
The scope of the CA is to cover the aspects of the project which deal with: collecting data from the meter; monitoring and billing (as a benefit to customers); customer accounts; reporting; using meter information to monitor the system for leaks / problems
Deliverables:
• Project structure using the project phases.
• Project schedule using MS Project (or any other project planning tool)
• Estimates of costs and resources (if you can't find "hard" data make reasonable
assumptions)
• Metered water billing starts on the 1-1-2017
